Free at Sea isn't free:
the service charge nobody priced in

The perks are real. So is the service charge applied to them, the daily charge applied to you, and the specialty dining bill that arrives anyway. Here is the arithmetic before you accept the bundle.

Norwegian Cruise Line’s Free at Sea promotion can offer genuine value. The problem is the word free.

Sources and facts checked: September 19, 2026 (America/New_York). Bundle contents, service-charge percentages, daily charges and dining prices change by line, ship and sailing. Check and verify with the cruise line before you pay.

Norwegian Cruise Line has also been transitioning the bundled-perks branding from Free at Sea to More at Sea. If you searched either term to find this article, confirm which programme applies to your specific sailing before you rely on any package math.

The current structure includes beverage and specialty dining benefits, but some benefits carry separate charges. The commonly repeated “20% service charge” shorthand also needs correcting: NCL’s current terms do not apply one universal 20% charge to every Free at Sea item.

Instead, NCL uses a fixed beverage-package charge, a published specialty-dining package price, and a separate daily service charge unless your booking includes it. Package terms and service-charge rates change without notice. Confirm every amount in writing with Norwegian before you pay.

The important correction about the 20% charge

NCL’s current public terms show three different cost structures:

  • The Free at Sea beverage benefit carries a confirmed published charge of US$28.50 per person, per day on sailings of six nights or longer, confirmed against NCL’s official promotional terms on 19 September 2026.
  • The same promotional terms show a higher confirmed published charge of US$32 per person, per day on sailings of two to five nights, effective 1 May 2026 and confirmed against NCL’s official promotional terms on 19 September 2026.
  • The Free at Sea specialty dining package for a sailing of seven to eight nights shows three meals and a confirmed published pre-purchase price of US$60 per person, with gratuities included, confirmed against NCL’s official promotional terms on 19 September 2026.
  • A beverage package purchased onboard is listed at US$45 per person, per day, plus 20% gratuity, taxes and fees. Check and verify with the cruise line.

If you are comparing sailing lengths, check which beverage-charge tier applies to your voyage before you compare totals.

NCL’s dining terms also state that a 20% gratuity applies to restaurant charges. The confirmed 20% gratuity mechanism applies to beverages and dining purchased individually outside the package, while the package charges above are flat published amounts. That does not necessarily mean a second 20% charge is added to the published Free at Sea dining-package price when the package terms already say gratuities are included.

The flat-20%-on-everything framing circulates in media coverage. It is not what NCL’s current terms say.

That distinction matters. Do not use a generic cruise-tipping calculator for a package whose own terms specify a fixed charge or an all-in price.

Worked example: two adults on a seven-night NCL sailing

This is a worked example, not a quote. It assumes two adults in a cabin category subject to NCL’s standard daily service charge, with Free at Sea selected and no separate Free at Sea Plus upgrade. Because this is a seven-night scenario, it uses NCL’s confirmed six-nights-or-longer beverage-charge tier, not the higher two-to-five-night tier.

Worked example only — not a quote from Norwegian Cruise Line.

OTGG planning summary. Checked September 19, 2026.
Cost itemCalculationExample total
Free at Sea beverage charge 2 guests × 7 days × $28.50$399
Specialty dining package 2 guests × $60$120
Daily onboard service charge 2 guests × 7 days × $20$280
Package-related total before taxes and extras $399 + $120 + $280$799

The line-published figures used in this worked example were confirmed against NCL’s official promotional terms on 19 September 2026. Taxes, VAT references, onboard package pricing and itineraryspecific extras remain. Check and verify with the cruise line.

The arithmetic is simple. The labels are not.

The $399 beverage amount is based on NCL’s confirmed published Free at Sea pricing for six-nightor-longer sailings. The $120 dining amount is based on NCL’s confirmed published seven-to-eightnight package price. The $280 daily service charge uses the confirmed $20 per person, per day rate for Club Balcony Suite and lower categories. NCL’s confirmed daily service-charge tier is $25 per person, per day for Haven and Suites. The underlying line-published figures are identified here as published figures; the totals are worked-example math. Each figure must be checked against the specific reservation.

This example does not include:

  • Taxes or VAT that may apply on particular itineraries.
  • Premium or excluded beverages.
  • Additional specialty dining.
  • Wi-Fi upgrades.
  • Shore excursions beyond the included credit.
  • Paid private-island attractions.
  • Room service or other optional purchases.

The headline fare can still be attractive. It just is not the complete cost of using the advertised benefits.

What if you buy the beverage package onboard?

NCL’s current FAQ lists the Unlimited Open Bar package at $45 per person, per day, plus 20% gratuity, taxes and fees when purchased onboard during the permitted purchase window. Check and verify with the cruise line.

For two adults on a seven-night sailing:

Worked example only — not a quote from Norwegian Cruise Line.

  • Package price: 2 × 7 × $45 = $630
  • 20% gratuity: $126
  • Subtotal before taxes and fees: $756

Every price and percentage in this calculation is. Check and verify with the cruise line.

That is not a direct comparison with Free at Sea. The promotion’s $28.50 daily charge and the onboard $45 daily package price plus 20% are different booking paths. The useful question is not “Which percentage sounds worse?” It is:

What is the final amount attached to my reservation, and what does it actually include?

NCL Free at Sea versus Virgin Voyages

Virgin Voyages uses a different structure. Under its current VoyageFair model, service gratuities appear as a separate line item for applicable new bookings.

Virgin’s official FAQ states:

  • Prepaid service gratuities: $20 per Sailor, per night.
  • Gratuities charged onboard: $22 per Sailor, per night.
  • Once the service gratuity is covered, Virgin says no additional tipping is expected for regular drinks, dining or spa service.

These amounts and policies are. Check and verify with the cruise line.

For two adults on a seven-night Virgin voyage:

OTGG planning summary. Checked September 19, 2026.
Virgin gratuity optionCalculationExample total
Prepaid 2 × 7 × $20$280
Paid onboard 2 × 7 × $22$308

The prepaid-versus-onboard difference in this example is $28. The price difference and policy treatment are. Check and verify with the cruise line.

Virgin’s model generally includes dining, entertainment, basic Wi-Fi, soda, and still and sparkling water in the fare. Alcoholic beverages, premium Wi-Fi, spa treatments, excursions and other optional purchases remain separate.

NCL’s Free at Sea beverage benefit may therefore deliver more apparent value to guests who drink alcohol regularly. Virgin may offer the cleaner bill to guests who value included dining and do not want to purchase a beverage package.

Neither line automatically wins.

Devil’s Advocate: when Free at Sea is still good value

The package is not automatically a bad deal.

Free at Sea may work well when:

  • Two adults will use the beverage benefit most days.
  • You would purchase specialty dining anyway.
  • You will use the Wi-Fi minutes and eligible excursion credit.
  • You prefer paying known package charges before sailing.
  • The cruise fare is competitive even after the package-related costs.
  • You are traveling with a multi-generational group and want several benefits handled in one reservation.

It may not work when:

  • One traveler drinks little or no alcohol.
  • You would choose complimentary dining rather than specialty venues.
  • The excursion credit does not match your itinerary.
  • You are comparing NCL with an adults-only line whose dining is already included.
  • The daily charges push the total above a simpler fare elsewhere.
  • Accessibility needs make a specific cabin or excursion more important than the package.

Value depends on what you will actually use. A benefit you would never buy is not worth its advertised retail value.

Verify before you pay

Ask NCL or an accredited travel advisor to confirm the following in writing:

  1. The exact beverage-package charge for your sailing.
  2. Whether the amount is a fixed service charge, a gratuity, or a package price.
  3. The number of specialty dining meals included.
  4. Whether the dining-package price includes gratuities.
  5. The daily onboard service charge for your cabin category.
  6. Whether a prepaid-service-charge promotion applies to your booking.
  7. Which guests in the stateroom receive each benefit.
  8. Whether taxes, VAT or port-specific charges apply.
  9. What the $50 excursion credit can and cannot cover.
  10. Whether accessibility, dietary or medical arrangements are recorded on the reservation.

NCL specifically requires separate accessibility and medical requests through its Accessibility and Medical Request Form. If you need equipment, dietary support or medical accommodation, obtain written confirmation rather than relying on a phone conversation.

Frequently asked

Is the NCL Free at Sea beverage benefit really free?

No. NCL’s current terms show a separate beverage-package charge, listed at a confirmed published $28.50 per person, per day for sailings of six nights or longer and $32 per person, per day for sailings of two to five nights, confirmed against NCL’s official promotional terms on 19 September 2026.

Does NCL add 20% to every Free at Sea item?

Not necessarily. The confirmed 20% gratuity mechanism applies to beverages and dining purchased individually outside the package, including the published onboard beverage-package example that remains. Check and verify with the cruise line. The Free at Sea dining package is separately listed with a confirmed pre-purchase price that includes gratuities. Confirm the terms attached to your booking.

Is Virgin Voyages’ gratuity included?

For applicable new bookings, Virgin lists service gratuities separately. Its current FAQ shows $20 per person, per night when prepaid or $22 per person, per night when paid onboard. Check and verify with the cruise line.

Which line is cheaper?

There is no universal winner. Compare the complete fare, package charges, daily gratuities, drinks, dining, Wi-Fi, excursions, taxes, cabin supplement and accessibility requirements for the exact sailing.
